(A) Can West pass this bid?

Yes, if he is not playing that 2 over 1 is
forcing to game.

(B) Is it better to play this type of sequence
forcing or not forcing?

Not forcing. The system of 2 over 1 forcing
to game is too strict. It doesn't permit you
to use your fine bidding judgment, which is
not only helpful to reach the right contract
but fun as well! For example, on this layout,
East has nice cards for a spade contract
(fitting king of hearts and the ace of trump).
Opener has a nice spade suit but a minimum
and is pleased to be able to pass 2.

The 2 bid is not necessary as a forcing
bid. Responder can easily jump to 3
forcing and still keep the auction below
game to explore for slam if opener has a
strong hand. But the 2 bid IS necessary
to stop in ... 2.
